Of course, Ainaloa is all the way at the top of the Ainaloa Subdivision; and if theres a lot <br />of polluted runoff, everything goes downhill, and that means that there would possibly be <br />some major impacts to the community lying downstream. Do you have any comments <br />you would like to make on that issue? <br />FULKS:Well -. Is that me? <br />SIRACUSA:Yes. And then Ill ask the others as well. <br />FULKS:I know this area very well, really; and although we have high <br />rainfall there, there isnt flooding. The runoff is, I dont believe will be a significant <br />problem. Lets see, as far as that, well, I did study the EA quite extensively about <br />10 years ago when they first did it. Theres a lot of matters in there that I had forgotten <br />probably now, but I know that they do intend to leave as much native foliage as is <br />practical.Ofcourse,theyregoingtohavetotakeoutagreatdeal,buttheyintendto <br />leave it as landscaping around the golf course. <br />SIRACUSA:Thank you. Mr. Fuke, would you like to comment on that <br />question? <br />FUKE:Sure. The request is primarily like for a time extension and <br />modification on two or three of the other conditions. And what Id like to direct the <br />Commissioners attention to is this, are some of the existing conditions that pretty much <br />address the kinds of questions that you raised. Specifically, there is a Condition No. 2 <br />under the Use Permit, and this addresses the drainage issue, and it requires the Applicant <br />to prepare an erosion control plan, addressing a detailed drainage system meeting with <br />the approval of the Department of Public Works, which shall be submitted at the time of <br />Plan Approval review for the proposed development. As required by the Department of <br />Public Works, all runoff generated from the proposed development shall be disposed of <br />on-site. <br />Theres also like another condition, Condition No. 12, which specifically deals with the <br />integrated pest management system that youre talking about. And it reads, The use of <br />pesticides and herbicides in conjunction with all phases of operation shall conform with <br />the applicable regulation of appropriate governmental agencies. Also, the applicant shall <br />establish and maintain the golf course in an environmentally responsible manner based <br />upon principles of Integrated Pest Management (IPM) system. <br />SIRACUSA:Thank you. And I have one final question for you, Mr. Fuke. <br />Since the Puna emergency access road is now open, which is one of the big changes that <br />has happened in the area in these intervening years, and there has been a benefits package <br />which has been offered to Ainaloa, and I have a letter here from Hawaiian Acres <br />Community Association in which theyre requesting either a rejection of request for the <br />time extension or equal inclusion into the community benefits package, and Im <br />wondering how your client would feel about that, equal inclusion in the benefits package. <br />25 <br /> <br />
