PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES <br />PRESERVATION COMMISSION <br />Public Meeting <br />MINUTES <br />September 11, 2023 <br />I. CALL TO ORDER: <br />On September 11, 2023, the regular meeting of the Public Access, Open Space, and Natural <br />Resources Preservation Commission (PONC) was called to order at 10:00 a.m. by Chr. <br />Chang welcomed all in attendance and introduced the Commissioners of the Commission <br />and support staff. Those who were present constituted a quorum. <br />Present: Deborah Chang, Chairperson (CHR.) CD-1 <br />Alexandra "Alex" Kelepolo, Vice Chair (V.CHR.) CD-2 <br />Deborah J. Ward, Commissioner CD-5 <br />Jodie Rosam, Commissioner CD-6 <br />La Crivello, Commissioner CD-8 <br />Kamuela Plunkett, Commissioner CD-9 <br />Absent: Shellie Bee Allen Naungayan, Commissioner CD-3 <br />Justin Lee, Commissioner CD-7 <br />District 4 (Vacant) <br />Support Staff. Jean Campbell, Deputy Corporation Counsel Representative <br />Hamana Ventura, Property Manager Department of Finance <br />Maxine Cutler, Commission Secretary <br />II. STATEMENT(S) FROM THE PUBLIC: <br />Pursuant to HRS § 92-3, oral testimony may be provided at the beginning of the meeting or <br />immediately preceding the agenda item to which the testimony relates. Chr. Chang opened the <br />floor for public testimony, reminded the commission of written communications received, and <br />asked everyone to silence their devices. <br />Toni Withington, Secretary -Treasurer for Kohala Lihikai, a non-profit stewarding <br />organization, said they have been stewarding lands in North Kohala for over 20 years, <br />including seven open space parcels. She said they have applied for grant funding for 2020, <br />'21, and '23 but have yet to receive funding from those applications and said they did not <br />apply for this year because previous requests were not filled.
