Chr. Chang asked about the Gaspar house and what are the conditions of <br />the house. Pres. Rolph replied that the house is old, being repaired, and is <br />located within the upper garden area. <br />Commissioner Ward asked for clarification of the County purchase of the <br />Gardens, ongoing agreements with Bishop Museum, and how events are held on <br />the property. Pres. Rolph replied that Bishop Museum funding will end, focusing <br />more on educational support. Bishop also helps with community fundraising <br />events. <br />Commissioner Plunkett asked for clarification of grant funding for each <br />parcel, restoration amounts, and if there is a preservation plan for the heiau <br />parcel. Pres. Rolph explained the continuous maintenance affecting three main <br />connecting parcels. Ms. Kaho'onei spoke but inaudible. The heiau parcel is <br />located in a subdivision with no parking. For now, AGEG is just doing brush <br />control on the parcel. <br />V.Chr. Kelepolo asked if there are plans for a Preservation Plan for future <br />grant requests. Ms. Kaho'onei said that an archaeological report is in process for <br />the heiau. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />07, subject to the following conditions: that Finance evaluate the proposed <br />budget before transmitting the stewardship grant application to the council, <br />separating those expenses that do not fit into the Hawaii County Charter and <br />Code from those expenses which can be approved. Commissioner Rosam <br />seconded the motion, and a discussion was held. <br />Chr. Chang commented how she enjoys AGEG's native plant sales, especially on <br />Arbor Day. The next plant sale is scheduled for November 4, 2023, at the <br />Gardens. <br />There being no further discussion, Chr. Chang called for a roll -call vote. <br />Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and Chr. Chang all <br />verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1-Vacancy, the <br />motion passed unanimously. <br />Chr. Chang called for a 10-minute break and reconvened the meeting at 12:13 p.m. <br />She asked for public testimony; there being none, she invited the next applicant to <br />the microphone. <br />h) STU. 24-08, Stewardship Grant Application for Ala Kahakai Trails Association <br />(ATA) for Waikapuna, Kaunamano, and Kiolaka`a, Ka`u, Hawaii. Tax Map Key <br />No. (3) 9-5-007:016, 9-5-011:001, 004, 005, 006, 9-5-012:00, 9-4-001:008, 009, <br />016, 017, and 023, requesting $132,500.00 for Maintenance Activities and Public <br />Education. <br />President Keoni Fox is a representative for ATA's grant for stewardship, public <br />Minutes of September 11, 2023, Approved <br />Page 9 <br />
