I can€t hear you. <br />NAKAMURA:It€s not todevelop any housing. It€s more to be able to pass the property <br />on to, you know, my heirs. <br />SIRACUSA:Thank you. <br />GRAHAM:Thank you. Any other questions from Commissioners? Okay. And is <br />there anyone from the public wishing to testify on this today? I might make a comment. Brian <br />or Mr. Nakamura you could give your thought on this, but it less relates to, I€m just speaking as a <br />, <br />Commissioner, not as a Chairmanit less relates to the specifics of your application than the <br />general history that I have on the Planning Commission and the applications we get. In South <br />Kohala we typically get applications for similar sized lots for change to a land use boundary <br />amendment, change for slightly higher density, as well as a rezoning change. And they€ve been <br />coming at us for years and years because it€s an area that€s still in the Ag District in the State <br />Land Use. And my concern here is that we have this whole area that€s all zoned uniformly Ag 3- <br />acre; and once we start changing zoning on one then it seems like, you know, all the other parcel <br />owners that would choose to do that or would like to do the same thing might be coming before <br />us asking for a land use boundary amendment and a rezoning. And so, anyway, I just feel like <br />this is precedent setting in my own mind, so I€m cautious with it. Brian, did you have any <br />comments? <br />NISHIMURA:Well, if you would note that area in the Urban District which was changed <br />in 1969, I believe there has been only one application to change the zoning since it became, it <br />was put into the Urban District. And so the concern that you€re raising I think is, I mean, it <br />raises the possibility that that will occur. But what we have seen over the course of time since <br />1969 is that there has only been one application to increase the density within the area that was <br />changed to Urban. So I think it€s highly dependent on the individual property owners and their <br />desire to continue to utilize the property in its present form or whether that, you know, whether <br />their stage in life would prompt them to seek a change. In this particular case, the original <br />residents of the property, Mr. Nakamura€s parents, passed away. They were the ones that bought <br />the property, they built the house there and they had three children; and after they passed away <br />the property was passed on to the three children. And so for their particular family, you know, <br />the desire to utilize the property in its present form or utilizing the property in its present zoning <br />designation does not suit their needs the way they would, you know, like to have it subdivided. <br />So I think each family or each property owner will make that decision or will look at that <br />situation as it applies to them. And so I don€t see this necessarily being an immediate trigger to a <br />whole mess of rezoning applications. <br />GRAHAM:Thank you. Any -?
