adjacent zoned uses, availability of public services and utilities, access and <br />public need. <br />Commercial Development <br />Provide for commercial developments that maximize convenience to <br />users. <br />Provide commercial developments that complement the overall pattern of <br />transportation and land usage within the island's regions, communities, <br />and neighborhoods. <br />Commercial facilities shall be developed in areas adequately served by <br />necessary services, such as water, utilities, sewers, and transportation <br />systems. <br />Distribution of commercial areas shall be such as to best meet the <br />demands of neighborhood, commercial and regional needs. <br />Encourage the concentration of commercial uses within and surrounding a <br />central core area. <br />The request is contrary to the Land Use goals and policies of the General <br />Plan. The General Plan is intended to be used as a policy guide for the <br />coordinated growth and development of all sectors of the County. It sets forth <br />goals, policies, standards and courses of action to accommodate growth without <br />congestion, to designate and preserve lands for residential use, commercial and <br />visitor services, industry, agriculture and open space. Land Use is one of the <br />principle focal points of public concern and policy. The Land Use element, which <br />also includes a Commercial sub-element, provides the basis for control and <br />guidance of public and private resources. <br />The request is not consistent with the Land Use - Commercial <br />Development goals and policies of the General Plan, which state: <br />Encourage the concentration of commercial uses within and surrounding a <br />central core area. <br />Provide commercial, and in this regard I would point out that the applicant <br />has already established its business in other properly zoned areas. There is <br />no eminent need for this zoning change. Provide commercial <br />developments that complement the overall pattern of transportation and <br />land usage within the island's regions, communities, and neighborhoods. <br />The proposed request fails to address the fundamental problems associated <br />with the development of commercial property in this particular area, which is the <br />inability to establish an effective land use pattern. And you look at the map, I <br />would suggest at this point, and there is really -. You know, it’s a map; it shows <br />basically spot zoning going on at, you know, with the authorization of this body <br />and the County Council in the recent past. The effective land use planning <br />requires a regional perspective towards establishing a proper land use pattern <br />within a given area. The proposed request would be better located and already is <br />located within established commercial-industrial areas, which are located within <br />close proximity to the property, or within other commercially-zoned sites, rather <br /> ATTACHMENT 1 <br />2 <br /> <br />
