The proposed construction of a single-family residence and associated <br />improvements is consistent with this designation and will not be contrary to the <br />objectives sought to be accomplished by the State Land Use Laws and <br />Regulations. As such, the County can process this application. <br />DLNR Conservation District <br />The property is located outside of the Department of Land and Natural Resources <br />Conservation District. <br />County General Plan <br />The General Plan provides for the long-range comprehensive development of the <br />island of Hawaii. It provides direction for balanced growth in the County. The <br />County General Plan Land Use Pattern Allocation Guide ("LUPAG") map <br />designates the site as Open (Figure 11). This designation is generally intended for <br />parks and other recreational areas, along with open shoreline areas. However, the <br />LUPAG map is a guide and not "set in stone". Many properties along the Maku`u <br />coastline in the Open area also have developed single-family residences. The <br />proposed dwelling will be placed on the mauka side of the property, <br />approximately 100-feet from the shoreline. Further, the proposed action will <br />retain the essential character of the land and will be consistent with the <br />surrounding area and with the goals, policies, and standards of the General Plan <br />document. <br />The proposed construction of one (1) single-family residence and associated <br />improvements would provide temporary employment for local construction <br />workers and would support the economy through the purchase of construction <br />materials from on -island suppliers. This will stimulate and support the general <br />economic stability and development of Hawaii Island by allowing for local <br />businesses to thrive and gain income from the proposed project. In the long-term, <br />the newly constructed single-family residence will bring in additional property <br />taxes, adding revenues to the County coffers. <br />The proposed development would not provide adverse effects on the <br />environment or the natural resources of the region. The General Plan identifies <br />five (5) areas of environmental concerns - air pollution, water quality, soil <br />pollution, solid waste disposal, and noise pollution. As proposed, the project <br />would not be contrary to any of those objectives. <br />The project will be energy conscious through its use of solar energy and design <br />features that take advantage of the sun and wind patterns. A twenty (20) panel <br />solar array is proposed to be installed for electricity and a solar water heater. <br />16 <br />
