There is obviously a great deal of comment on this <br />application, and I would really like to address some of the issues that Commissioner Kubota <br />raised and Commissioner Springer and the Chairman, excuse me, Planning Director Yuen. <br />This area from Palani Road south below Hienaloli Road is slated for urbanization. Every plan, <br />State and County plan calls for that. The opposition that I've received in letters and comments <br />are all related to infrastructure issues. We can lament the fact that as projects come forward <br />one at a time in this piecemeal approach that it's very difficult to provide the infrastructure <br />because each 10 or 15 or 20 or 30, 40-lot subdivision in and of itself doesn't create serious <br />issues. The entire area does. <br />` <br />When you have situations where you have large landowners, say in Kapolei on Oahu, in <br />which you're looking at thousands of homes being constructed, it's very easy to plan for <br />infrastructure at that time. You design your roadways, your sewer systems, your water <br />systems to accommodate the volume or the size of the project that you project. The problem <br />we have here on this Island, and particularly in this area, is the land ownership pattern is such <br />that you don't have very many large landowners, so there's not one landowner who can stand <br />the bite for a new intersection or who can stand the bite for a new reservoir or water lines. <br />And then we get into the situation we're at today. I submit that this project will actually go a <br />long way towards addressing those infrastructure concerns. <br />If you look at the proposed conditions, you'll notice that the first condition related to water, <br />let's see if I can pull that up. Excuse me a moment. It says the effective date of this ordinance <br />shall be the date when the Applicant and the Department of Water Supply finalize an <br />6 <br /> <br />
