public course should allow more than one day a week public play if itÓs public land. <br />And, also, I mean, I actually donÓt support a golf course being built there at all, but if <br />there is and thatÓs part of the public park and the public domain, I think it should be open <br />to public use. <br />I also want to say that we do support the use of the Audubon Gold tenets which Jerry <br />Rothstein has been, you know, talking to the landowners about using. It seems like the <br />best currently available method for protecting the shoreline from degradation due to toxic <br />runoff. And it does seem to set the standard higher for the County, and that seems like a <br />good thing. <br />The other thing was the Water Quality Monitoring Program. My understanding is that <br />there will be one and, of course, I guess, obviously, a baseline for water quality standards <br />should be set prior to any grading or bulldozing of the property. And IÓm sorry I didnÓt <br />see that, it could be in the permit but I didnÓt see that. <br />Though, otherwise, in keeping with the one-third landowner, one-third community, one- <br />third County management model, I believe it should be written in the SMA permit that a <br />Water Quality Monitoring Program should be financed at the landownerÓs expense, <br />whether or not the other two entities are able to financially do so. IÓm not really clear <br />about how the cost of that Water Monitoring Program will go. But I just worry that in the <br />future if you donÓt have the same people involved and money is tight that if the County <br />and the public canÓt come up with the financing that this Water Quality Monitoring <br />Program might lack, lag -. And that seems very important. <br />The other last thing, which I donÓt know if thereÓs any possibility of changing this -. But <br />the structure for the guests, the owners of the nearby homes, thereÓs going to be a <br />clubhouse or beach facility built for them, and now I know itÓs down far by the national <br />park -. We still believe that a structure for them should not b <br />the public use shoreline area. History has shown that public, p <br />the coastline engender private use of the area. And this area is used by the public, not as <br />extensively as the bay there where the surfing is but a lot of people do go down there. <br />And from what IÓve seen and my experience everywhere in Hawaii where there is a <br />private facility set up, the local people tend to avoid that area, and then they lose it as <br />their own. <br />I appreciate the opportunity to talk. I appreciate all the work that has gone into this. I do <br />hope that you make a few of these changes or make sure that some <br />there and that the golf course could be for public play as well.
