PLANNING AND ENVIRONMENTAL REPORT <br /> BAYWOOD HOTELS <br /> PUA'A 3rd, NORTH KONA, HAWAI'I <br /> TMK: (3) 7-5-018: 011 <br /> I. GENERAL BACKGROUND <br /> Baywood Hotels ("Applicant"), using the same footprint of a partially completed <br /> project, is proposing to develop a 100-room hotel and related improvements on a <br /> 1.76+ acre (76,739 square feet)parcel and identified by TMK: (3) 7-5-018: 011. The <br /> site is located on the makai corner of Ali'i Drive and Kahakai Road,just south of the <br /> Royal Kona Resort Hotel and north of the Kona Reef Resort Condominium in Kailua <br /> Village. <br /> Because the site is zoned Resort(V-.75), the requested uses are permissible. <br /> However, because the site is located within the boundaries of the Special <br /> Management Area (SMA), a SMA Use Permit is required from the Leeward <br /> Planning Commission ("Commission")before the project can be implemented. <br /> II. PROJECT LOCATION <br /> As noted earlier, the subject site, consisting of 1.76+ acres, is situated on the makai <br /> corner of Ali'i Drive and Kahakai Road. It is located approximately 200 feet from <br /> the shoreline, immediately south of the Royal Kona Resort Hotel and north of the <br /> Kona Reef Resort Condominium in Kailua-Kona. (See Figure 1) <br /> Along the Ali'i Drive frontage, there are resort and resort-related uses and activities <br /> surrounding and/or proximate to the subject site. In addition to the Royal Kona <br /> Resort Hotel and Kona Reef Condominium, there are also several vacation rental or <br /> resort related condominium projects such as Hale Kona Kai, Kona Beach <br /> Bungalows, Kona Mansions, and Kona Billfisher. There are restaurants, commercial <br /> offices and retail uses within 1,000 feet of the subject site. <br /> III. SITE PERMITTING AND LAND OWNERSHIP HISTORY <br /> A. Tuso Development and Management Inc. <br /> 1. On December 3, 1998, the then Planning Commission (now Leeward <br /> Planning Commission) approved the request, with conditions, of Tuso <br /> Development and Management, Inc. for a SMA Use Permit(SMA 98-7) to <br /> allow the development of a resort condominium/office complex on a former <br /> mini golf site. The complex was to have consisted of 48 2-bedroom resort- <br /> condominium units, as well as area for commercial retail and office space. <br /> 1 <br />
