<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAIÒI <br />HEARING TRANSCRIPT <br />NOVEMBER 10, 2010 <br /> MICHAEL AND JOY MENTNECH <br />A regularly advertised hearing on the application of <br />SPP 10-106) <br />( was called to order at 9:35 a.m. in the County of HawaiÒi Councilroom , County <br />Building, 25 Aupuni Street, Hilo, HawaiÒi, with Chairman Rell Woodward presiding. <br /> <br />COMMISSIONERS PRESENT: Rell Woodward, Dean Au, Takashi Domingo, Zendo Kern, <br />and Wallace Ishibashi. <br /> <br />STAFF PRESENT: Gerald Takase (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner) and <br />Maija Cottle (Staff Planner). <br /> <br />And 28 people from the public in attendance. <br /> <br />ABSENT AND EXCUSED: Stephen Ono <br /> <br />APPLICANTS: MICHAEL AND JOY MENTNECH (SPP 10-106) <br />Application for a Special Permit to allow the establishment of a community store within the <br />garage of an existing dwelling on 1 acre of land situated within the State Land Use Agricultural <br />st <br />District. The property is located at the intersection of 31 Avenue and MakuÒu Drive, along the <br />st <br />makai side of 31 Avenue and the south side of MakuÒu Drive, Hawaiian Paradise Park <br />Subdivision, KeaÒau, Puna, HawaiÒi, TMK: 1-5-015:061. <br /> <br />WOODWARD: Next item on the agenda, applicants Michael and Joy Mentnech requesting a <br />Special Permit for establishment of a community store within the garage of an existing dwelling <br />on 1 acre of land situated in Puna. Maija. <br /> <br />COTTLE: Thank you, Mr. Chairman. The next application is a special permit request, and the <br />property is located in the Hawaiian Paradise Park Subdivision of Puna. On the slide you can see <br />st <br />the propertyÓs general location outlined in red. ItÓs located at the corner of MakuÒu and 31 <br />Avenue. This is a closer-up view of the property. Again, itÓs right on the corner of MakuÒu and <br />st <br />31 Avenue. And the surrounding zoning as well as the zoning of the property is Agricultural 1 <br />acre. The General Plan designation for the property is Rural. There is one Medium Density <br />Urban node in Hawaiian Paradise Park shown on this slide thatÓs IN orange. You can see it on <br />the slide in orange. And the Puna Community Development Plan also identifies three village <br />center boundaries. One is a regional town center off of Kaloli Drive up near the highway. <br />ThatÓs in this location here. And then there are two neighborhood centers, one further down <br />Kaloli and one quite a ways down MakuÒu Drive.
