on the Planning Commission to rule on this thing we have a different standard and the standard is <br />what you just said before, is this substantial adverse impact? Not is there a significant increase <br />of traffic. So, for me it seems like yes it will significantly increase traffic even though I see <br />written here that its (inaudible). But the question for me and for the commissioners is to decide <br />whatever degree traffic is increase, is it such as to cause substantial adverse impact or is it such <br />as to unreasonably burden the public agencies to provide roads and streets. Does that sound <br />correct to you? <br />WOODELL:Let me, let me say if the residents of Puuki Road were not there I would <br />say that the increase of traffic going up and down Kapiolani while of some impact and my <br />feeling is that it really adversely affects the community to the extent that the community has a <br />bunch of walkers and taking their dogs and their kids. And also please dont forget theyre <br />probably 10 or 12 children in that neighborhood who walk to Waimea School every day. And <br />they walk down that street also. But you know to me the legal, if I were going to court, I would <br />sayIwouldplantothefactthat90,180tripstimes360.360carsgoingupanddownnexttomy <br />yard, you know and obviously its not 360. Obviously its some lesser amount. The problem is <br />nobody knows what, theyre going to carpool yeah well so you know there are all these plans but <br />nobody knows. But if you have 300, you know Im living at my house and right next to me, <br />weve got some vegetation next to me but right next to me where I had a nice pasture, I got 300, <br />a hundred trips, 200 trips a day going back and forth. You know theyre lining (inaudible) up, <br />they drop the kids off, they go out they peel out into Kapiolani. I mean I dont know what <br />happens but its very, very much of an adverse impact if youre living next on a agriculturally <br />zoned pasture. I mean thats where the, thats where the impact is and you know Im sorry. I <br />didnt make this law. But this is the law and it doesnt say, well a school outweighs you know, <br />having a school which probably, if you weight everything having a school is certainly much <br />more important than a few peoples happiness I guess and their home. But thats not what the <br />law says. You know the laws, this is ag land and these people entitled to have what they have <br />without some kind of, this huge heavy traffic going next to them and thats what I feel is you <br />know if you could move the road over a ways a lot of you know the-. As far as the people on <br />Puuki Street you know I think that that would be a huge relief for them. You know the rest, the <br />rest of it as far as the our pedestrians and our people walking and all these people walking you <br />know Im very concerned about it. I think the community is going to be very severely impacted <br />by it but thats a much closer call I think. Am I answering your question? I mean obviously <br />theres going to be more traffic. <br />GRAHAM:Yeah, obviously yeah. My question was, theres my representation of how <br />I view I decision before me as regards traffic.
