But I think youÓre, <br />to me, youÓre kind of slipping over just procedural into substantive questions when <br />youÓre talking about amending the conditions of the permit. ItÓs not just what Roberts <br />Rules says about adjournment, or taking a recess, or doing something like that, <br />procedural issues. So there is a procedural aspect to what heÓs asking, but then I think <br />your specific rule also gives the substantive protections that are not considered in <br />Roberts.
