• The proposed gravity sewer line corridor within the Hina Lani Street ROW; and <br /> • The proposed force main sewer lines corridor located makai of Queen Ka'ahumanu <br /> Highway in TMK (3) 7-4-008:072. <br /> All project staging will be confined within the APE limits shown in Attachment A. <br /> Cultural, Historical,and Archaeological Background <br /> Cultural Surveys Hawai`i, Inc. (CSH) completed a literature review and field inspection(LRFI) <br /> for the current undertaking(Bautista et al. 2021) for inclusion in the project's Draft EA. The <br /> LRFI was designed to determine the likelihood that historic properties may be affected by the <br /> project and, based on findings, consider cultural resource management recommendations to <br /> facilitate project planning and support the project's historic preservation and environmental <br /> review compliance. <br /> The literature review identified 29 previously identified historic properties situated within <br /> approximately 30 m of the project APE (Attachment C); of these, 19 sites are indicated within <br /> the APE bounds. Site types include pahoehoe excavations,trails, mounds, lava tubes,cairns, <br /> enclosures, walls, a modified outcrop, petroglyph, pecked pahoehoe basin, and battered area. Site <br /> ages range from pre-Contact through the historic era. One of the trail sites, SIHP # 50-10-27- <br /> 18099, is the centerpiece of an archaeological preservation easement on the fore ier 1,anihau <br /> property (current ownership is West Hawaii Business Park, LLC) referred to as the "Honokohau <br /> Historic Trail" interpretive complex (Tuggle and Tomonari-Tuggle 2008). This interpretive <br /> complex also contains a portion of the Mamalahoa Trail that does not overlap the APE bounds. <br /> The field inspection tentatively confirmed the presence of eight historic properties within the <br /> APE: SIHP#s 50-10-27-00002, -18084, -18095, -18099, -21588 (and likely an overlapping <br /> segment of-23023), -23026 (one of five component features), and SP-3 (Attachment B). SIHP # <br /> -18083 was not confirmed during the field inspection but may still be present within the pump <br /> station parcel. SIHP# -18097 is a large complex bisected by the pump station construction <br /> access corridor, however, none of its component features were observed within the project <br /> corridor. A branch of the SIHP # -23353 trail extends through the southeastern corner of the <br /> pump station parcel; while this branch was not found during the field inspection, its location was <br /> subsequently confirmed with Rick Gmirkin of Ala Kahakai National Historic Trail in March <br /> 2022 and therefore it is also depicted in Attachment B. The LRFI study noted that, while no <br /> newly identified potential historic properties were observed during the field inspection, there <br /> remains some potential for the discovery of additional sites during a more intensive survey, <br /> given the poor ground visibility, particularly within the pump station site. The results of the <br /> literature review indicated additional archaeological work may be warranted for the North Kona <br /> SPS Project in order to obtain a project finding of"no adverse effect" in accordance with federal <br /> regulations(36 CFR 800.5). <br /> County of Hawaii is an Equal Opportunity Provider and Employer <br />
