Traffic: No traffic impact analysis was conducted for the proposed project, however, the <br /> applicant stated that the proposed development does not generally conflict with the normal <br /> working/commuting traffic. In their comments dated December 18, 2018, the Department <br /> of Public Works (DPW) did not express any traffic related concerns. Given the adequate <br /> sight distance, the existing 25 MPH speed limit of Ali`i Drive, and the planned pedestrian <br /> improvements, the applicant anticipates pedestrian/vehicular conflicts should be <br /> minimized. <br /> PUBLIC SERVICES AND FACILITIES <br /> 35. Access: Access to the underground parking garage will be via Kahakai Road, there will be <br /> no vehicular access to the site from Alii Drive. As proposed, there will be 143 parking <br /> stalls in the underground parking area for residents. Three loading zones, (2 along Alii <br /> Drive and 1 on Kahakai Road) will also be constructed. Lastly, improvements to the <br /> pedestrian sidewalks around the subject property will improve pedestrian access in this <br /> area. <br /> 36. Water: The prior owner has already installed a 12-inch waterline from Walua Road to the <br /> subject property that has since been dedicated to the Department of Water Supply (DWS) <br /> and is sufficient to accommodate a fire-domestic meter. The water commitment fees and <br /> facilities fee have also all been paid. As a result of these improvements and payments, the <br /> site is entitled to 22,000 gallons of water per day (gpd). An estimated daily average water <br /> consumption calculation was determined based on an analysis of the proposed project; the <br /> project consumption was determined to be 21,022 gpd, which is less than the entitlement. <br /> 37. Wastewater: The applicant intends to discharge the project site's wastewater to the <br /> existing sewer line located along Ali'i Drive. <br /> 38. Solid Waste: Solid waste generated on the property will be disposed off-site in <br /> conformance with the Department of Environmental Management Solid Waste Division. <br /> 39. Other Essential Utilities and Services: Electricity and telephone are provided to the site <br /> via existing connections. <br /> -6- <br />
