GRAHAM:Thank you and can I have one final clarification on the very end part of <br />this long boldfacesentence? When I read the sentence I just in a-, its kind of like the English <br />student problem or something Im not questioning the content. But as I read along the <br />entitlement should be conditional on the completion of the widening of the highway to 4 lanes <br />from such and such to such and such and then it says to include the connection from Kuakini <br />Highway to Kaahumanu Highway. Im not quite sure how that fits logically in English. Can <br />you explain what you mean what you want for that connection. <br />EMLER:Okay I believe Im speaking about the connection from Kuakini Highway <br />to Queen Kaahumanu Highway by way of the Alii Highway or Kahului to Keauhou Parkway <br />using our most current name. <br />GRAHAM:So what youre saying then is that if this parkway thats called the K to K <br />Parkway gets built this applicant should have the connection made at his expense to the Queen K <br />Highway.Butsincethathasntbeenbuiltyetwecouldntrequirethatbeforethisrezoningor <br />you thinking we should be, as far as, do you have any comments on the timing of that or whether <br />Im stating accurately what you intend? <br />EMLER:Well I didnt in my comments ask for the applicant to be making the <br />connection between Kuakini Highway and Queen Kaahumanu Highway. So, Ill just leave it at <br />that. <br />GRAHAM: What, what do I understand- <br />EMLER:If thats your question. <br />GRAHAM:-by this then is my question? What do I understand by this last 10 words <br />or so in this long sentence? How do I understand what youre saying? <br />EMLER:Well you should understand it as the County plans to build this highway. <br />Were not expecting the applicant to build it. But wed rather that the entitlements be given after <br />the highway is constructed. <br />GRAHAM:So the entitlement that we would give for this rezoning you would rather <br />happen after that highways been constructed. <br />EMLER:Correct. I recall reading in here that you dont have <br />the right-of-ways currently to develop all of the planned mauka-makai connectors. Is that correct <br />in that, this development?
