DARROW: I think it’s referring to the element, the natural beauty element. Is that <br />correct? So it’s referring to the actual element of natural beauty, not so much the LUPAG <br />designation. <br />GRAHAM: Commissioner Domingo, would you like the testifier to explain a little bit <br />why she said that? <br />DOMINGO: Yeah, that’ll help. <br />BYRNE: Sure. The Community Development Plans are a component of the <br />General Plans to help implement the General Plans, and the recommendations of the 1983 <br />Community Development Plan were to zone the entire coast Conservation/Open. There have <br />also been joint resolutions out of the State Legislature asking for the same. And the Planning <br />Commission in the past has actually supported similar initiatives. So I guess it’s a matter of <br />interpretation, but certainly Development Plans in the past were recommended now. <br />DOMINGO: Yeah, it seems like you mentioned that in 1983 all the ongoing discussions <br />indicated that you folks wanted to have it Open and into 20-acre Ag, yeah? But somehow that <br />suggestion on that part of your Community Development Plan was not followed and not <br />implemented because the Planning Department has not up to this moment even changed the <br />General Plan. So I’d just like to make that clear. <br />BYRNE: Uh huh. <br />DOMINGO: Okay? <br />GRAHAM: Thank you. Any other questions for the testifier? Yes, Commissioner <br />Alameda? <br />ALAMEDA: Sorry. I’m interested in this Community Development Planning process <br />’cause that in a nutshell will kind of give us one idea of maybe where the community is headed <br />in their thinking, yeah? Are you an active participant of that Community Development Planning <br />process? <br />BYRNE: In one of the focus groups, yeah. And I attended most of other meetings. <br />ALAMEDA: Okay. Does it feel like it’s collaborative and there is, you know -? <br />BYRNE: The community up there is very special; in North Kohala they are <br />immensely involved in what’s going on. Chris can probably speak to that a little bit, and <br />certainly the planners from the County that are involved in that. There’re focus groups in Kona <br />and South Kohala and Puna; their groups focus on certain issues and they make <br />recommendations to the general steering committee, and often they meet with their consultants. <br />But folks in North Kohala are so, care so deeply about where they live and really want to make a <br />difference, and they have really stepped up to the plate, and they have really in thelast 30 years. <br />But they meet regularly, almost weekly, not just with, when the consultants are there.
