Creating and publishing a "Shooting Facility Requirements Manual" <br />incorporating the work of the aforementioned working group, presenting a list and <br />description of shooting venues desired, along with the required infrastructure, and <br />the priority of construction. <br />4. Conducting a review of appropriate building sites, elements driving construction, <br />accessibility, gunfire sound propagation, lead management ability, cultural and <br />biological use restrictions, climatology, access to utilities, and vandalism <br />protection, etc. <br />5.
