REPORT OF THE <br />COMMITTEE ON PUBLIC WORKS AND <br />PARKS AND RECREATION <br />DATE: August 1, 2017 <br />PLACE: Council Chambers <br />Hilo, Hawai`i <br />TIME: 1:02 p.m. <br />Re: Comm. No. 371/Res. No. 246-17 <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawai`i 96720 <br />Your Committee on Public Works and Parks and Recreation, to which was referred Res. No. 246-17, <br />reports as follows: <br />Resolution No. 246-17, introduced by Council Members Tim Richards and Susan Lee Loy, via <br />Communication 371 dated July 14, 2017, supports the development of a Hawai`i Island shooting range <br />as recommended by the Game Management Advisory Commission. It encourages the appropriate <br />agencies to establish a working group of recreational shooters, hunters, and government agencies to <br />facilitate choosing a location; and design, construction, and administration of said facility. <br />Legal firearm owners of Hawai`i County have no legal and publicly accessible shooting facility to safely <br />acquire proper firearms training, or to introduce family and friends to shooting sports. The Hawai`i <br />Police Department, and employees of state and federal agencies that require annual or more frequent <br />firearms recurrence training, do not have a suitable public facility in the County of Hawai`i. <br />Committee members responded positively to the public testimony supporting this measure. Specific <br />details about location and the management of any future shooting facility would be discussed within the <br />working group. Council Member Richards introduced an amendment via Communication 371.1 <br />clarifying details about actual gun ownership numbers.
