<br />HAWAI’I COUNTY GAME MANAGEMENT ADVISORY COMMISSION <br />October 19, 2021 <br />County of Hawai’i Planning Department <br />Mr. Kamuela Plunkett <br />101 Pauahi Street, Suite 3 <br />Hilo, HI 96720 <br /> <br />Re: Kaupakuea legal Public Access Plan; TMK (3) 2-8-003-001 <br />Location: Makahanaloa Lots, SUB-11-001057, <br />Grant of Easement for Public Purposes (Feb. 24, 2012) <br /> <br />Dear Kamuela, <br />The purpose of the Kaupakuea Public Access Plan is to provide the public an <br />additional means to access the Hilo Forest Reserve. Hamakua has very few <br />mauka public access easements. Hawaii County Game Management Advisory <br />Commission would like to request the County Planning Department investigate <br />the reason for incompletion of this legal public access. <br />We kindly ask the Planning Department do an extensive search for plans of <br />completion. If not found, we ask a work order, delegating responsible parties be <br />formulated. We request as directed in the "Public Access Plan" and in the "Grant <br />of Easement for Public Purposes" (signed by the Mayor), the access consists of a <br />50 foot wide pedestrian and vehicular access, and accommodations for parking in <br />the Forest Reserve be included. <br />As the distance between the end of the Kaupakuea Homestead Road and the Hilo <br />Forest Reserve going through the Makahanaloa Lots is only 805 feet, we hope the <br />Planning Department will consider the feasibility of this access for the public and <br />in particular, the hunter. <br />We appreciate your consideration. <br />Mahalo nui loa, <br /> <br />Abraham Antonio, <br />Chair <br /> <br />
