PUBLIC UTILITIES AND SERVICES <br /> 20. Vehicular Access/Traffic: As the subject property is located at the corner of Manono <br /> Street and Lanikaula Street, the applicant is proposing access driveways from both <br /> streets. Manono Street, is a County-owned and maintained road with approximately 24- <br /> foot-wide pavement within a 60-foot-wide right-of-way and has an existing sidewalk <br /> fronting the subject property. Lanikaula Street, is also a County-owned and maintained <br /> road with approximately 22-foot-wide pavement, within a 50-foot-wide right-of-way, but <br /> has no sidewalk fronting the subject property. The applicant proposes a right-turn in, <br /> right-turn out access drive at Lanikaula Street and a full-turn movement access drive at <br /> Manono Street. According to the Department of Public Works (DPW), Engineering <br /> Division, all driveway connections and construction shall conform to Hawaii County <br /> Code, Chapter 22, County Streets, and that the applicant shall include the provision of <br /> adequate sight distances, meeting with the approval of DPW. Additionally, DPW notes <br /> that since Manono Street and Lanikaula Street are existing collector roads, only one <br /> driveway access per street is recommended, with limited right-in and right-out access. <br /> Finally, DPW recommends that the applicant provide improvements to the subject <br /> property's Lanikaula Street frontage consisting of, but not limited to,pavement widening <br /> with concrete sidewalk, drainage improvements and any required utility relocation, <br /> meeting with the requirements of the Americans with Disabilities Act. The improvements <br /> shall be located within a 5-foot road widening setback and dedication of the widening and <br /> improvements should be at no cost to the County. There was no Traffic Impact Analysis <br /> Report(TIAR) included with the application as the proposed 4,950-square-foot <br /> retail/office structure does not meet the 50 peak-hour trip threshold to require a TIAR. A <br /> request for comment was sent to DPW, Traffic Division, but no response has been <br /> received at the time of this writing. <br /> 21. Water: According to the Department of Water Supply (DWS), water is available from an <br /> existing 8-inch water line within Manono Street and the subject parcel is currently served <br /> by 2 existing 5/8-inch meters, which are limited to a maximum daily usage of 600 gallons <br /> each. DWS requests that the applicant submits estimated maximum daily water usage <br /> calculations for the proposed use including the total estimated daily water usage in <br /> -4- <br />
