Landowners: Lili`uokalani Trust Estate. <br /> BACKGROUND INFORMATION <br /> 6. 1967: The subject site and surrounding area were originally zoned General Industrial <br /> (MG-la) as part of the County's comprehensive rezoning program. <br /> 7. Change of Zone Ordinance 400: On June 3, 1971 the County Council approved a <br /> change of zone ordinance to reclassify 7.546 acres of land as follows: 6.143 acres from <br /> General Industrial-1 acre (MG- la)to Village Commercial-10,000 square feet(CV-10) <br /> and 1.403 acres of land from MG-la to Open (0). The application originally called for <br /> the 1.403 acres of land to be set aside as a"buffer strip"to accommodate the additional <br /> right-of-way needed to widen Queen Ka`ahumanu Highway. This ordinance had no <br /> conditions (see Exhibit 1 of the application). <br /> 8. Change of Zone Ordinance No. 91 27: As the entire 1.403-acre area was no longer <br /> needed for highway widening, the applicant submitted a request to rezone 0.874 acres of <br /> land from Open (0)to CV-10 to match the zoning of the remainder of the property on <br /> March 21, 1991. This ordinance was subject to several conditions, including the <br /> subdivision and donation of a 62-foot-wide strip of land for highway widening, time <br /> performance conditions to secure final plan approval and commence and complete <br /> construction, and improvements to `Eho Street and its intersection with the highway (see <br /> Exhibit 2 of the application). <br /> 9. Roadway Subdivision and Dedication: On May 24, 1993 Subdivision No. 6281, which <br /> included the 62-foot-wide strip of land, was granted Final Subdivision Approval. A <br /> dedication deed donating the road-widening strip to the State was executed on August 1, <br /> 1994. <br /> 10.
