Walua Partners, LLC.: Special Management Area Use Permit Application <br /> effect takes place when these employees spend their income for food, housing, and other living <br /> expenses in the retail sector of the economy. Such activities are in keeping with the overall <br /> economic development of the island. The project will also provide residential housing for local <br /> residents in an area central to employment opportunities. <br /> 2. Environmental Quality Element: <br /> Goal <br /> • Maintain and, if feasible, improve the existing environmental quality of <br /> the island. <br /> Policies <br /> • The County of Hawaii shall take positive action to further maintain the <br /> quality of the environment for residents both in the present and in the <br /> future. <br /> • Minimum controls are established by the Federal and State governments; <br /> through its powers, the County shall reinforce and strengthen established <br /> standards where it is necessary, principally by initiating, recommending, <br /> and adopting ordinances pertaining to the control of pollutants which <br /> affect the environment. <br /> Standards <br /> • Pollution shall be prevented, abated, and controlled at levels which will <br /> protect and preserve the public health and well-being, through the <br /> enforcement of appropriate Federal, State, and County standards. <br /> • Federal and State environmental regulations shall be adhered to. <br /> An environmental quality policy of the Hawaii County General Plan is to maintain the quality of <br /> the environment for present and future residents. The proposed project will not have a <br /> substantial adverse effect on the environment. It will not diminish the valuable natural <br /> resources of the region.
