Sites 15513 (burial site), & 15515 (fish processing and fishing gear manufacturing site). <br /> Preservation in situ was recommended for these sites due to the presence of human remains <br /> and significant cultural deposits. A Burial Mitigation Plan was approved for these sites by <br /> the SHPD in 2005 and the current site plan includes the preservation sites, access to the <br /> sites for cultural descendants, and a buffer zone around the area to protect and preserve <br /> Sites 15513 and 15515. According to a November 8, 2023, letter provided by the SHPD, <br /> they are requesting that archaeological monitoring be conducted for indemnification <br /> purposes during ground disturbance activities for the proposed project due to the potential <br /> of encountering subsurface historic properties. SHPD has requested that the applicant <br /> submit an Archaeological Monitoring Plan(AMP)for review and approval prior to ground <br /> disturbance. <br /> 21. Cultural Resources: The subject parcel has burial caves on site that will be bordered by a <br /> 15-foot-wide buffer zone using low stone walls approximately 3-4 feet in height, and 2-3 <br /> feet wide; the walls will be constructed with lava rock to blend into the surrounding area. <br /> An opening in the wall with a locked gate will provide access for recognized descendants <br /> and for maintenance purposes. Access to the burial site for appropriate cultural activities <br /> would be permitted to any lineal and/or cultural descendant formally recognized in <br /> accordance with Hawaii Administrative Rules Section 13-300-35: Recognition of lineal <br /> and cultural descendants. <br /> 22. Public Access: Access from Kuakini Highway to Walua Road is provided via a 10-foot- <br /> wide public pathway that runs along the northern property boundary; this pathway links to <br /> additional pathways towards the shoreline. A chain link fence will bound the southern side <br /> of the pathway, with an existing stone wall bounding the northern side of the pathway. <br /> There will be no gates on this pathway. An existing sidewalk is located along the subject <br /> parcels Walua Road boundary which will be breached for the proposed entrance to the <br /> development. <br /> 23. Coastal Resources: The proposed development is not adjacent to the shoreline, and is <br /> separated from the shoreline by 700 feet of roads and existing urban development. <br /> However, to address any potential flooding impacts the applicant has designed the project <br /> to include on-site drainage systems to mitigate stormwater throughout the proposed <br /> development. The applicant is proposing to connect to the County's wastewater treatment <br /> -4- <br />
