Due to the resort/residential nature of the project, <br /> however, it is not anticipated that the noise level will increase appreciably. <br /> The proposed project should not generate any direct long-tenn air quality <br /> impacts. The only discernible impact would be associated with vehicular traffic <br /> to and from the site. While there will be an impact to the ambient air quality, the <br /> impact should not be significant particularly with the higher EPA standards for <br /> automobile emissions. <br /> During the short-term, however, construction dust could affect the area's air <br /> quality. Dust control measures would be implemented by the Applicant and/or <br /> its contractors, which would include watering, covering of open-bed trucks, <br /> taking winds patterns into consideration during earthwork, and initiating the <br /> landscaping early. <br /> VII. INFRASTRUCTURE CONSIDERATIONS <br /> A. Road and Access <br /> The subject site borders both Ali'i Drive and Kahakai Road. The County-owned <br /> Ali'i Drive, in the area fronting the subject site, has a right-of-way of 50 feet with <br /> a pavement width of 24+ feet. While there is no sidewalk along the Drive, there <br /> is sufficient room fronting the site for pedestrian movements. The mauka <br /> portion, however, has less space for pedestrian movements. <br /> Kahakai Road, which is also owned by the County, has a right-of-way that varies <br /> between 30 to 40 feet. The first portion of this Road up to the bend, there is a <br /> 16+/- foot wide pavement. Beyond that point and running parallel to Ah'i Drive, <br /> the pavement reduces to 14 to 16 feet. <br /> There are several accesses planned for this project. The arrival area will be from <br /> Ali'i Drive; the 124 stall parking area will be via Kahakai Road. Ali'i Drive is <br /> fairly straight and level where it intersects with Kahakai Road. As such, there <br /> should be adequate sight distance for vehicles exiting Kahakai Road. Further, <br /> being within an urban area, the speed limit is 25 mph. <br /> The Applicant intends to construct a 7-foot wide sidewalk along both road <br /> frontages to enhance pedestrian safety. Given the narrow right-of-way of <br /> Kahakai Road, however, the ability to install the standard curb, gutter, and <br /> sidewalk along that section is limited. As such, a good portion of the sidewalk <br /> improvements will be within the subject property and designated as an easement, <br /> if necessary, while the improvements fronting Ali'i Drive would be entirely <br /> within the existing road right-of-way. These improvements will not only create a <br /> warm ambiance but make the area safer for pedestrian movements. <br /> 12 <br />
