Waikoloa Light Industrial Center Change of Zoning <br />Background & County Environmental Report <br />The Applicant will work with HELCO to upgrade systems to provide adequate <br />capacity to Project. Waikoloa Village Center LLC will be responsible for the <br />installation of all conduits, manholes, and trenching for any new HELCO utilities. <br />• Telecommunications: Spectrum and Hawaiian Telcom provide tele- <br />communication infrastructure along Waikoloa Road. New Spectrum and Hawaiian <br />Telcom underground conduits and handholes will be installed alongside HELCO's <br />infrastructure, connecting into existing infrastructure along Waikoloa Road. <br />Conduit stub outs will be provided to the Project site. <br />• Drainage: The increase of onsite runoff will be mitigated by constructing onsite <br />drywells. To contain the increase of onsite runoff, the Project site will be graded to <br />provide a positive flow toward the onsite drainage structures. <br />Other related information: <br />While the Flood Insurance Rate Map (FIRM) shows that the Project site is within Zone X <br />(outside 0.2% -annual -chance floodplain), `Auwaiakekua Gulch, which is the mauka <br />boundary of the Project site, is known to overflow during extreme storm events. To address <br />potential impacts from flooding, the Applicant commissioned River Focus to analyze <br />existing conditions and propose improvements to minimize future flooding and improve <br />public safety. Exhibit 9 includes the diagrams from River Focus analyzing existing and <br />proposed conditions. <br />The Project site is within the Former Waikoloa Maneuver Area which is a Formerly Used <br />Defense Site (FUDS). The U.S. Army Corps of Engineers' 2013 Former Waikoloa <br />Maneuver Area map shows the Project site as Cleared Area. A portion of the northwestern <br />section of the Project site is designated as an Exception Area. Exhibit 10 is the portion of <br />the 2013 Former Waikoloa Maneuver Area map showing the Project site. <br />7 <br />
