Waikoloa Light Industrial Center Change of Zoning <br />Background & County Environmental Report <br />• Achieve a broader diversification of local industries by providing opportunities for new <br />industries and strengthening existing industries. <br />• Locate industrial areas convenient to transportation facilities and provide a variety of <br />industrial zoned districts and lot sizes, depending on the needs of the industries and the <br />communities. <br />• Improve the aesthetic quality of industrial sites and protect amenities of adjacent areas by <br />requiring landscaping, open spaces, buffer zones, and design guidelines. <br />• Industrial development shall be located in areas adequately served by transportation, <br />utilities, and other essential infrastructure. <br />• Provide flexibility within the Zoning Code to accommodate emerging new industries. <br />• Industrial -commercial mixed-use districts shall be provided inappropriate locations. <br />• Require developers to provide basic infrastructure necessary for development. <br />Standards <br />• Industrial development shall maintain or improve the quality of the present environment. <br />• Industrial activities may be located close to raw materials or key resources. <br />• The topography of industrial land shall be reasonably level. <br />• Industrial development shall be conveniently located to its labor resource. <br />• Buffer zones shall be established between industrial and adjacent incompatible uses of <br />land. <br />• The direction of wind patterns and the absence of trade winds shall be considered in the <br />citing of industrial areas. <br />Courses ofAction (South Kohala) <br />• Industrial development should be in harmony with surrounding uses and the environment. <br />• Idents sites suitable for future industrial activities as the need arises. <br />Discussion <br />If approved, the Project would provide needed services to Waikoloa Village and indirectly, the <br />region. Its location is ideal to service the surrounding commercial and residential uses in this area. <br />Its location is very accessible to the community from a vehicular and pedestrian perspective. <br />11 <br />
