This <br /> means that there is a limited pool of people from which to draw. <br /> Given the passage of time and the economic recovery after the pandemic we feel that these <br /> concerns have receded and are ready to proceed with the subdivision. <br /> 2. The granting of the time extension would be consistent with the intent of the General Plan to <br /> promote the development of affordable housing. Further, the Kohala CDP specifically calls for <br /> the development of more self help housing in the district. <br /> 3. The granting of the zoning would not be contrary to the original reasons for granting of the <br /> change of zone. <br /> 4. A five year time extension to complete the subdivision would be consistent with the original <br /> time of performance. <br /> Conclusions: <br /> The project has the water required and we have the financing lined up. Following the approval by the <br /> County Council the subdivision is secure construction drawing approval in 12 months followed by 6 <br /> months of infrastructure construction. Self help housing construction is project to commence in 18 <br /> months following Council approval. <br />
