Based on EBI's <br /> review, the applicant does not anticipate the project to adversely affect listed or <br /> endangered species. <br /> 21. Archaeological/Historic/Cultural Resources: By letter dated January 9, 2023, the <br /> Department of Land and Natural Resources-State Historic Preservation Division (SHPD) <br /> noted that SHPD records indicate that no archeological survey was conducted for the <br /> permit area and that no archeological historic properties have been identified. <br /> Additionally, the letter notes that aerial imagery indicate that the permit area has been <br /> previously graded and low potential exists for the project to encounter intact subsurface <br /> historic properties, concurring with a project effect determination of no historic properties <br /> affected. <br /> 22. Public Access: There is no designated public access to the mountain or shoreline that <br /> runs through the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 23. Roadway Access: Access to the facility will be from Volcano Road, a State-owned and <br /> maintained road with a 24-foot-wide pavement and an 80-foot-wide right-of-way, <br /> through the existing gate and driveway used by Akatsuka Orchid Gardens. The applicant <br /> is proposing a non-exclusive access easement approximately 12 feet wide and 885 feet <br /> long, for vehicular and pedestrian access, as well as for utilities, over a paved driveway <br /> crossing TMK (3) 1-1-020:165. As part of the review of this permit application, a request <br /> for comments was sent to the State Department of Transportation, however no response <br /> has been received at the time of this writing. <br /> 24. Water: The proposed use does not require water. <br /> 25. Wastewater: The proposed use will not generate wastewater. <br /> 26. Solid Waste: According to the State Department of Health (DOH), all solid waste and <br /> hazardous materials generated during construction must be properly disposed of at DOH- <br /> permitted solid waste management facilities. <br /> 27. Essential Utilities and Services: Electrical and telephone services are available to the <br /> property. <br /> 28. Public Safety: Fire, medical and police services are available in Kea`au. <br /> 4 <br />
