ATTACHMENT 1—Project Narrative <br /> AT&T's Application—HIL03306 Volcano Village East <br /> Page 2 of 17 <br /> 1. PROJECT OVERVIEW <br /> New Cingular Wireless PCS, LLC, dba AT&T Mobility ("AT&T") is proposing to build a new <br /> telecommunications facility ("Facility") including a 150' monopine and equipment compound <br /> "HIL03306 Volcano Village East" at the above noted project address. The Facility will provide <br /> expanded commercial AT&T 4G LTE wireless phone service to fill a significant coverage gap <br /> between Glenwood and Old Volcano community area. As well as, to improve coverage along the <br /> main highway between these areas. The Facility also is intended to provide an important public <br /> benefit by including equipment to support the FirstNet Nationwide Safety Public Broadband <br /> Network' ("FirstNet"). This proposed Facility is part of a more significant initiative by AT&T to <br /> upgrade existing wireless sites and to build new sites to support FirstNet and deploy the new <br /> frequency band for first responders ("Band 14"). The Facility also will include AT&T's 850MHz <br /> low-band 51h Generation ("5G") technology. <br /> AT&T intends for its application for the proposed Facility to include the following documents <br /> (collectively, "AT&T's Application"): <br /> • Attachment 1—Project Narrative (this document) <br /> • Attachment 2—Statement of Code Compliance <br /> • Attachment 3—AT&T RF Justification <br /> • Attachment 4—AT&T RFSSRP Report <br /> • Attachment 5—FAA TOWAIR Determination Report <br /> • Attachment 6—Site Photos and Photo Simulations <br /> • Attachment 7—Letters of Authorization <br /> • Attachment 8—Zoning Drawings <br /> • Attachment 9—List of Property Owners <br /> • Attachment 10—Real Property Tax Clearance <br /> • Attachment 11— Flood Hazard Report <br /> • Attachment 12— Flood Insurance Rate Map (FIRM) <br /> • Attachment 13— NEPA Screening Report <br /> • Attachment 14—AT&T Option and Land Licensed - redacted <br /> The Facility will be located approximately 700 ft. away from a parcel with an existing Use Permit <br /> No. 15-000059, to allow the construction of a Verizon Tower. AT&T considers all siting <br /> possibilities and whenever possible, AT&T seeks the most unobtrusive location for its antenna <br /> and tower installation. AT&T will first attempt to utilize an existing tower or structure for <br /> collocation. In this case, AT&T has attempted in good faith to encourage Verizon Wireless to <br /> 'The First Responder Network Authority("FirstNet Authority") is an independent authority within the U.S. <br /> Department of Commerce. Chartered in 2012, its mission is to ensure the building,deployment,and operation of <br /> the FirstNet Nationwide Safety Public Broadband Network—the nationwide broadband network that equips first <br /> responders to save lives and protect U.S.communities.
