Commissioner Bertsch said that the landowners appear to be very anxious to <br />move forward with this issue. <br />Commissioner Browne questioned the size of the brigade and the area to be <br />serviced. <br />Chief Oliveira replied that at the present time there are two separate volunteer <br />companies, one located at Kona Village and the other at the Four Seasons. Both <br />Kona Village and the Four Seasons have a full complement of approximately <br />12-15 volunteers, and each has vehicles and equipment. The Fire Department <br />discussed with the Kukio property owners a possible consolidation. The reason is <br />each property owner has expressed interest in creating a volunteer company, and <br />the properties are within a one-mile radius of each other. It makes good <br />management sense to create one unit rather than separate ones. However, there <br />isdifficultywithhavingthepropertyownerscommittosupportingoneanother. <br />Therefore, the department is working with them on this issue. The reason a <br />volunteer unit is created is to serve the community and not for any one-property <br />owners personal interest. If the property owner is only interested in being <br />responsible for and protecting his/her own property, this is considered a brigade. <br />Due to the increased development of homes, Commissioner Matsuda asked <br />whether the HFDs preferred parcel size of 1- acres would be increased. <br />Chief Oliveira stated that the minimum parcel size is 1- acres because it allows <br />for potential to serve the area/community for years to come. The stations design <br />is in excess of 8,000 square feet, and 1- acres is enough to build an appropriate <br />size station. Although there is a minimum of 1- acres, two acres is preferred so <br />that it can also accommodate other support facilities. <br />Commissioner Browne asked whether the HFD has a mutual aid agreement with <br />the brigades. <br />Chief Oliveira replied that the county code refers to both properties as volunteer <br />companies. Due to a change in ownership, this matter needs to be addressed <br />with the Four Seasons establishment. There is a need to determine whether their <br />intent/direction is to become a brigade. If their decision were to become a brigade, <br />they would be removed from the volunteer fire program.
