CPAT program, which will be used for pre-employment and re-certification of <br />its uniformed personnel. <br />Commissioner Fergerstrom asked whether there were any union negotiations <br />this year. <br />Chief Oliveira replied that it had already started; the contract runs through <br />2006. The department has started on its provisions and proposals. <br />Commissioner Matsuda asked when the supplemental budget would come <br />out. <br />Chief Oliveira answered that it is reviewed and submitted in the early spring. <br />First, the department sits down with the Finance Department, which reviews <br />theprogramandthesupplementalbudget.Fromtheretheywillmake <br />recommendations to the Mayor, and after that it moves to the County Council. <br />Chief Oliveira mentioned that the revisions would be completed by <br />November 30, 2005. Once it is finalized, the department will do a more <br />detailed, comprehensive budget review for the commission. This will provide <br />the commission with an overview of what was identified as priority in the <br />supplemental budget, and commissioners can be informed of what the <br />problem expense areas are going to be in the program budget. <br />Commissioner Fergerstrom asked if bringing individuals to Hilo for the <br />assessment centers is costly. <br />Chief Oliveira stated that the Fire Department pays for its panelists per diem, <br />hotel, and airfare. <br />Commissioner Brazier questioned whether the department could ever get <br />ahead in filling its vacancies. <br />Chief Oliveira stated that there would always be vacancies; the department <br />cannot hire until a vacancy is created. <br />Commissioner Fergerstrom commented that the HCFD and the HCPD have <br />the biggest impact with vacancies because the hiring takes a year. <br />Commissioner Hart asked whether the department would give someone <br />preference if they received MICT training. <br />Chief Oliveira stated that if the candidate was identified as having the <br />certification already, they would be included in the eligible list. With the last <br />recruitment, there were two individuals on the list; however neither of them <br />showed up for the physical agility test. <br />10 <br /> <br />
