Ms. Kawananakoa replied that the vitals were not taken, she was not given oxygen and <br />could not breathe. <br />Commissioner Ward moved that HFC Complaint 03-02 is exonerated, which means the <br />incident occurred but it was lawful and proper. Believes that in order to check for heart <br />and give oxygen, check pressure, the patient would need to be touched. An incident <br />occurred and is exonerated. The incident happened lawfully.
