The project would increase highway capacity and decrease <br /> congestion. Facilities for pedestrians and cyclists would also be improved. <br /> Comments on this draft Environmental Assessment (EA) are due by April 22, 2013, and should <br /> be sent to the Department of Public Works at the address above with copies to the Office of <br /> Environmental Quality Control, 235 South Beretania Street, Suite 702, Honolulu, Hawaii 96813 <br /> and Jim Hayes, Parsons Brinckerhoff, Inc., 1001 Bishop Street, Suite 2400, Honolulu, Hawaii <br /> 96813. <br /> March 2013 <br />
