keep in mind that they are concerned commissioners and are not acting on <br />behalf of the Fire Chief. <br />Commissioner Okabe stated that he believes the intent of the commission is to <br />review the overall budget and make recommendations. The Police Commission <br />never worked with the Police Chief on the budget. It was proposed to the <br />commission, and then the commission reviewed it and made recommendations. <br />He does see merit on both sides. The budget committee would need to take the <br />time to work with the Fire Chief if they wanted to continue in this manner. At the <br />same time, there is a rule that commissions not interfere with the administrations <br />operations. <br />Commissioner Brazier verified that the HCFCs Rules and Regulations Manual <br />states that the commission is to review the budget as presented by the Fire Chief <br />andmakerecommendations. <br />CommissionerFergerstromaskedChiefOliveirawhenhisbudgetwouldbe <br />presented to the commission for their review. <br />Chief Oliveira stated that it would be available before the end of the calendar <br />year. <br />Commissioner Okabe stated that there is a difference with the Police <br />Commission. It is a big profile commission and the media often attends. A <br />member is often quoted as being the entire commission. Therefore, the <br />members need to be aware of this when they are talking to personnel and the <br />public. For example, when a commissioner visits a Fire Station they are not <br />representing the entire commission. They may listen to concerns of the <br />personnel and return to the commission so that the concerns may be discussed <br />and considered for any possible recommendations. <br />Commissioner Brazier agreed that commissioners should not make unilateral <br />commitments. They may listen and advise the individual that they will bring their <br />concern forward to the entire commission. <br />Commissioner Fergerstrom thanked Former Commissioner Stephen Bowles for <br />his presentation. <br />Mr. Bowles commented that he encourages the commission to keep an open <br />communication with the Fire Chief. In the past, the commission has supported <br />the Fire Chief by going before the Mayor and the County Council. Chief Oliveira <br />has his mission and the commission has its responsibility. It is also necessary <br />that the commission has an element of independence and remain separate from <br />the Mayor. <br />11 <br /> <br />
