Institutional Considerations <br /> State Land Use <br /> The subject site is designated State Land Use Agricultural(Figure 9), and the <br /> Special Permit area consists of an approximately 0.5-acre portion of the parcel. As <br /> such, no State Land Use Commission action is required. The County of Hawaii <br /> can process the Special Permit request. As mentioned above,based on the Land <br /> Study Bureau Overall Master Productivity Rating, the subject property is <br /> classified as roughly half"E" (very poor) and half"D" (poor) (Figure 7). Under <br /> the Agricultural Lands of Importance to the State of Hawaii (ALISH) <br /> classification system, the subject site is mostly considered prime with an area <br /> along the stream being unclassified (Figure 8). The U.S. Department of <br /> Agricultural Natural Resource Conservation Service (MRCS)has designated the <br /> soil type for the property as Kaiwiki hydrous silty clay loam with 10 to 20 percent <br /> slopes. <br /> Granting of this request would promote the effectiveness and objectives of <br /> Chapter 205, Hawaii Revised Statutes, as amended. In the case of the Agricultural <br /> District,the State Land Use Law is intended to preserve or keep lands of high <br /> agricultural potential in agricultural use. However, in recognizing that lands <br /> within agricultural districts might not all be best suited for agricultural activities <br /> and yet classified as such, and in recognition that certain types of uses might not <br /> be strictly agricultural in nature, yet reasonable in such districts, Hawaii Revised <br /> Statutes §205-6 allows County Planning Commissions to permit certain unusual <br /> and reasonable uses within the Agricultural and Rural districts other than those for <br /> which the district is classified. In this case, the requested use will be located <br /> within an existing dwelling and will be subordinate and incidental to the principal <br /> use of the property as the applicants' residence and farm. The majority of the <br /> remaining property will continue to be used for agricultural activities and thus the <br /> use will not displace existing agricultural activity or diminish the agricultural <br /> potential of the property. Therefore, the use will not adversely affect the <br /> preservation and agricultural use of the property and is not contrary to the <br /> objectives sought to be accomplished by the State Land Use Law and <br /> Regulations. <br /> Special Management Area <br /> The subject property is approximately 4 miles inland from the coast and is outside <br /> of the designated Special Management Area. <br /> Coun . Zoning and General Plan <br /> The subject property is zoned A-]Oa(Figure 5). The County General Plan Land <br /> Use Pattern Allocation Guide (LUPAG)map designates the parcel as important <br /> agricultural land(Figure 6).
