C. Description of Impacts to Subiect and Surrounding Areas <br /> A possible impact that could result from this action is a visual one. <br /> The Applicant is proposing to intensify agricultural and agriculturally-based <br /> residential use of the property by developing the following above-ground <br /> structures: <br /> - a farm dwelling; <br /> - a caretaker's cottage; <br /> - a greenhouse for the cultivation of crops; <br /> - a barn; <br /> - a water tank; <br /> - paved and gravel driveways; <br /> - landscaping; and <br /> - small-scale renewable energy systems for use in agricultural activities. <br /> It should be noted that the Site is located over 1.7 miles from Hawaii Belt <br /> Road(the nearest public highway).None of the proposed above-ground <br /> development would be visible from Hawaii Belt Road. <br /> The above-ground components of the proposed development could not affect <br /> scenic views towards the ocean from the intersection of Lehua Street and <br /> Waipi`o Road, or the intersection of Lehua Street and Haina Road, because <br /> the topography shields them from view. The proposed development will not <br /> include above ground utility lines or poles that would alter views. <br /> Other natural resources of concern include floral and faunal resources, <br /> archaeological and historical resources, and drainage and/or flood waters. <br /> Floral and Faunal Resources—Floral and faunal resources of the Site are <br /> based on Exhibit 11. According to Exhibit 11, the vegetation within and <br /> near the Shoreline Setback area was almost entirely alien, and the Site <br /> consisted of a variety of alien grasses, ironwood trees (Casuarina <br /> equisetifolia), and Christmas berry (Schinus terebinthifolius) and turkeyberry <br /> (Solanum torvum) shrubs (see Exhibit 15). A plan for their removal is shown <br /> on Exhibit 16. Most of these invasive species in the State Agricultural Land <br /> Use District boundary have been removed (using chain saws,tractors with <br /> ropes to pull trees and shrubs, and excavators). Invasive species within the <br /> State Conservation Land Use District will also be removed(with approval <br /> from either the Board or Department of Land and Natural Resources). It is <br /> anticipated that the proposed farm will have no effect on existing native flora, <br /> as it is almost entirely absent. <br /> Exhibit 11 mentions the potential impacts of fencing (especially if top-strand <br /> barbed wire is installed) on native birds and the Hawaiian hoary bat. <br /> 6 <br />
