The archaeological <br /> clearance requires a finding that sufficient mitigative measures are taken for <br /> the discovery; with written guidance from the State Historic Preservation <br /> Division ("SHPD") of the Department of Land and Natural Resources. <br /> Drainage and Flood Water—According to Panel 1551660230F of the Flood <br /> Insurance Rate Map (Exhibit 7), all of the Site is located within Zone X. <br /> According to https://files.hawaii.gov/dbedt/op/gis/dataJs_fld haz_ar state.pdf, <br /> "Zone X is the flood insurance rate zones that correspond to areas <br /> outside the 1 percent annual chance floodplain and areas protected <br /> from the 1 percent annual chance flood by levees. No Base Flood <br /> Elevations or depths are shown within this zone. Insurance purchase is <br /> not required in these zones." <br /> According to the project civil engineer,Younger Engineering Services,there <br /> is no need for rain/stormwater runoff retention ponds. The property uphill has <br /> a large plantation era holding pond blocking most runoff onto the Site. The <br /> planned hardened, developed areas are small and are protected with both <br /> temporary and permanent erosion control measures. <br /> D. Unavoidable Impacts and Proposed Mitigation <br /> As noted earlier, the project will, albeit negligibly, generate some impacts. <br /> The proposed buildings will be invisible below the ridge mauka from them. <br /> In the unlikely event that there are visual impacts particularly from Lower <br /> Cane Haul Road/Pd'auhau Road, the appearance of the mauka sides of the <br /> farm dwelling, barn, and the greenhouse can be screened with landscaping. <br /> The proposed caretaker's cottage is located below the greenhouse and will <br /> likely be screened by it and the landscaping around it. <br /> On the topic of floral and faunal resources, it is anticipated that there will be <br /> no effect on existing native flora, as the Site is almost entirely devoid of them <br /> (Exhibit 11). As shown on Exhibit 17, there are no endangered species' <br /> critical habitats located near the Site or surrounding area (Honoka`a). As <br /> shown on Exhibit 9,there are also no wetlands or streams on the Site that <br /> would attract waterbirds. <br /> With respect to cultural and archaeological resources,the archaeological <br /> inventory survey report indicates minimal impacts. The SHPD can be <br /> contacted if there are any inadvertent finds during the construction phase of <br /> this project. Furthermore, no impacts are anticipated to lateral public <br /> shoreline access, as there is a 40-foot Shoreline Setback from the top of the <br /> pali.
