From: Mirk Mertt <br /> To: wKtesH.. <br /> Subject: Bill 121 <br /> Date: Monday,Apil 1,M248:W:32 AM <br /> Subject:Urgent Concerns Regarding the Impacts of Bill 121 on Affordable Rentals and Property Rights <br /> Chairman Dennis Lin <br /> Windward Planning Commission <br /> County of Hawai'i <br /> 25 Aupuni St. <br /> Unit 1502 <br /> Hilo,HI 96720 <br /> Aloha Chairman Lin, <br /> I am writing to express my strong opposition to Hawaii County Bill 121.This legislation,in its current form,poses a significant threat to <br /> the availability of affordable rental units and infringes upon the rights of property owners like myself.We believe this is bad legislation <br /> and should be withdrawn from consideration.My family and I currently rent our condo for periods of 30 days,providing an affordable <br /> option for those wishing to experience the true meaning of Aloha on our beautiful island.This bill,however,threatens to disrupt this <br /> arrangement,denying us and others the freedom to rent our properties as we see fit.If this legislation is adopted with its current <br /> content I see no reason to continue to offer our property to visitors. <br /> The proposed regulations within Bill 121 will not only decrease the number of available rental units but will also impose severe <br /> economic consequences on property owners.The increased taxes and stringent restrictions will likely compel many owners to withdraw <br /> their units from the rental market altogether.This outcome contradicts the bill's purported goal of increasing affordable housing <br /> options and instead will lead to higher rental fees,making it even more challenging for individuals and families to find affordable <br /> accommodations.In light of these concerns,I urge the Planning Commission to consider the following recommendations: <br /> Before adopting such bad legislation,conduct an economic impact study to fully understand the ramifications of Bill 121 on property <br /> owners and the availability of affordable rentals. <br /> Add a 3 year sunset clause. <br /> Remove the affidavit requirement,which places an undue burden on property owners. <br /> Recommend streamlining the registration process and eliminating invasive requirements,thereby reducing the economic impact on <br /> property owners. <br /> These measures will help ensure that the legislation does not inadvertently harm those it aims to help.It is crucial that we find a <br /> balanced approach that respects the rights of property owners while genuinely addressing the need for affordable housing. <br /> Mahalo for considering my perspective on this important issue. <br /> Me ka ha'aha'a, <br /> Mark Pheatt <br /> 75-5919 Ali i Drive,Kailua Kona,HI <br /> 916 768 6246 <br /> a oeconsulti na POma il.com <br />
