(Planning Department <br /> Exhibit 3—Resolution 58 97) <br /> STATE AND COUNTY PLANS <br /> 8. State Land Use Designation: Agricultural (A). <br /> 9. County Zoning: Agricultural-20 acre (A-20a). <br /> 10. General Plan LUPAG Map: The General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) map classifies the subject property as Important Agricultural Land (ial). <br /> Important agricultural lands are those with better potential for sustained high agricultural <br /> yields because of soil type, climate, topography, or other factors. <br /> 11. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> within the Coastal Zone Management Area. <br /> 12. Special Management Area (SMA): The Special Management Area is a part of the <br /> Coastal Zone Management Program and is regulated by the County. The subject property <br /> is located about 4.5 miles from the nearest shoreline and not situated within the SMA. <br /> 13. Kona Community Development Plan (KCDP): The KCDP, originally adopted by the <br /> Hawaii County Council on September 25, 2008 and most recently amended on <br /> September 18, 2019, identifies the preferred land use pattern for the Kona districts. The <br /> subject property is located outside of the Kona Urban Area and outside of any Rural <br /> Town Areas. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 14. Subject Property: The 21.942-acre subject property is trapezoid in shape with direct <br /> frontages along both Kaloko Drive and Hao Street. It is heavily forested and vacant of <br /> any structures and improvements. The property slopes moderately at an average grade of <br /> 10 to 13 percent and there are no topographic constraints to the proposed 4-lot <br /> subdivision. According to the applicant, this subject property resides within the mid- <br /> lower section of the Kaloko Mauka Subdivision and represents the last of the 20-acre lots <br /> that originally comprised this section of the subdivision. <br /> 15. Surrounding Zoning/Land Uses: Properties surrounding the subject parcel have been <br /> -3- <br />
