Institutional Considerations <br /> State Land Use <br /> The subject site is designated State Land Use Agriculture (Figure 3), and the <br /> special permit will consist of approximately 4-acres of land. As such, no <br /> State Land Use Commission action is required. The County of Hawaii can <br /> process the special permit request. Based on the Land Study Bureau Overall <br /> Master Productivity Rating the project area is classified as D, or poor and C, <br /> or Fair(Figure 4). Under the Agriculture Lands of Importance to the State of <br /> Hawaii (ALISH) classification system, the project area is classified as "other" <br /> (Figure 5). U.S. Department of Agriculture Natural Resources Conservation <br /> Service has designated the soil type for the subject site as Waiaha medial silt <br /> loam, 10 to 20 percent slopes. <br /> Special Management Area <br /> The subject properties are entirely outside of the Special Management area <br /> and the Special Permit project area is over 1 mile from the coast. <br /> County Zoning and General Plan <br /> The County zoning of Parcel 31 is Agriculture 5-acres (A-5a) and the County <br /> zoning of Parcel 004 is Agriculture 1-acre (A-la) (Figure 5). The County <br /> General Plan Land Use Pattern Allocation Guide (LUPAG) map designates <br /> the parcels primarily as Orchards and partially as Extensive Agriculture <br /> (Figure 6). Relative to these designations, the General Plan allows <br /> consideration for a Special Permit on agriculture land where the requested <br /> use meets certain criteria as outlined in section 4 of the permit application <br /> and chapter 205 of the Hawaii Revised Statutes as amended. <br /> General Plan Discussion <br /> The Hawaii County General Plan serves as a guide for decision-makers in <br /> land use matters. The proposed project is conducive to the General Plan's <br /> guidelines as it conforms to the following goals, policies, and standards of the <br /> General Plan: <br /> Economic <br /> 2.2 Goals <br /> (a) Provide residents with opportunities to improve their quality of life <br /> through economic development that enhances the County's natural and <br /> social environments. <br /> 9 <br />
