3I. Public Access <br /> The project area is located approximately 1 mile from the shoreline. The property <br /> itself is privately owned by the Ackerman family and there is no public access <br /> provided through the subject parcels. The nearest shoreline public access to <br /> Keikiwaha Point shoreline is located through Ala Paao Place, which is <br /> approximately 1 mile west of the proposed venue site. As such, no public access will <br /> be affected by this request. <br /> 3J. Description of Access <br /> The subject site is located on the west side of the Mamalahoa Bypass Highway, a <br /> County owned and maintained roadway in good condition. Access to the property is <br /> approximately 0.7 miles north of the intersection of Mamalahoa Bypass Highway <br /> and Haleki`i Street. Turning lanes to and from the site are provided for both the north <br /> bound and south bound directions and a stop sign is posted for traffic exiting the <br /> property. Once off the main highway, guests and vendors will access the parking <br /> area via a 0.2 mile long, 20-foot wide, private gravel driveway. This driveway will <br /> run roughly parallel to the highway and be completely fenced in. The gravel parking <br /> area will have capacity for approximately 80 vehicles and a turnaround area for <br /> emergency vehicles. A gate will be provided for emergency access from the <br /> Mamalahoa Bypass Road into the gravel parking lot. <br /> 3K. Traffic Impacts <br /> Traffic on Mamalahoa Bypass Highway is generally low to moderate in volume. The <br /> proposed use would not generate a significant increase in traffic to the subject site as <br /> no more than 12 events are planned per month and those events are unlikely to result <br /> in additional traffic during peak hours. The Institute of Transportation Engineers <br /> Trip Generation Manual (loth edition) does not include a land use category for event <br /> venues. The applicant anticipates a maximum of 60 vehicles per event, with most <br /> events requiring far fewer vehicles. <br /> This stretch of the Mamalahoa Bypass Highway is not near neighborhoods, houses, <br /> schools, or commercial buildings. Due to most weddings and events being held on <br /> evenings and weekends, there should be little impact on the current traffic in the <br /> area. Since the event venue would open at 9AM at the earliest, the requested use will <br /> not interfere with morning school and work traffic. Event organizers for setup and <br /> tear-down would arrive before and depart after the event guests. Carpooling and <br /> shuttles will also be encouraged to further reduce traffic impacts due to events. <br /> 3L. Availability of Utilities <br /> The applicant proposes to minimize the impact of the events on the land by utilizing <br /> generators to serve any electrical needs as well as renting portable bathrooms for <br /> each event. A 10,000-gallon water catchment tank is proposed near the guest <br /> 21 <br />
