As a resident of Kailua-Kona, I have witnessed firsthand <br /> the vibrancy and diversity that short-term rentals bring to our area. However, I am <br /> troubled by the lack of comprehensive data and studies to support the proposed changes <br /> in Bill 121. <br /> Firstly, the enforceability of the new regulations poses a significant challenge. Without <br /> sufficient human resources, the Planning Department may struggle to effectively monitor <br /> and enforce these rules, leading to uneven application and potential disregard for the law. <br /> Secondly, the bill introduces inequity by treating property owners and operators differently <br /> based on their living arrangements. This distinction could unfairly penalize those who <br /> contribute positively to our community and economy. <br /> In light of these concerns, I respectfully request the Planning Commission to consider the <br /> following: <br /> Conduct an economic impact study to fully understand the implications of Bill 121 on local <br /> economies and communities. <br /> Recommend streamlining the registration process and eliminating invasive requirements, <br /> ensuring a fair and efficient system for all. <br /> I believe that with thoughtful consideration and adjustments, we can find a balanced <br />
