From: WeathersRE Weathers <br /> Cc: WPCtestimonv; LPCtestimonv <br /> Subject: Urgent Call for Reevaluation of Bill 121"s Impact on Local Communities <br /> Date: Tuesday,April 2,2024 9:28:48 AM <br /> Subject: Urgent Call for Reevaluation of Bill 121's Impact on Local Communities <br /> Chairman Dennis Lin <br /> Windward Planning Commission <br /> County of Hawaii <br /> 25 Aupuni St. <br /> Unit 1502 <br /> Hilo, HI 96720 <br /> Aloha Chairman Lin, <br /> I am writing to express my deep concerns regarding the proposed measures under Bill 121. <br /> As a resident of Kailua-Kona, I have witnessed firsthand the potential impacts such <br /> regulations could have on our local communities, particularly in terms of enforceability, <br /> inequity, and the transformation of neighborhoods. <br /> Firstly, the enforceability of Bill 121 raises significant concerns. The allocation of human <br /> resources within the Planning Department is already stretched thin, and the additional <br /> burden of enforcing these new regulations could detract from other critical functions. It is <br /> imperative that we consider the practicality of enforcement before implementing such <br /> sweeping changes. <br /> Moreover, the bill introduces a level of inequity that cannot be overlooked. By imposing <br /> restrictions that disproportionately affect certain property owners, we risk undermining the <br /> principles of fairness and equal treatment under the law. It is crucial that we strive for <br /> regulations that are equitable and just for all members of our community. I pay my taxes <br /> and rely heavily upon the income from my ohana for my livelihood. <br /> Lastly, the transformation of neighborhoods is a matter of great concern. The unique <br /> character and spirit of our communities are what make Hawaii such a special place to live. <br /> We must be cautious of any measures that could fundamentally alter the fabric of our <br /> neighborhoods, potentially displacing long-term residents and changing the landscape of <br /> our island. <br /> In light of these concerns, I respectfully request that the Planning Commission consider the <br /> following recommendations: <br /> Conduct an economic impact study to fully understand the ramifications of Bill 121 on our <br /> local economy and communities. <br /> • Recommend the removal of dangerous signage requirements and protect operators <br /> from the public disclosure of addresses and ownership, to ensure the privacy and <br /> safety of our residents. <br /> • Recommend streamlining the registration process and eliminating invasive <br />
