As a concerned resident of our beautiful island, I am <br /> writing to express my deep concerns regarding the proposed Bill 121. While I understand <br /> the intentions behind this measure, I believe there are critical aspects that require further <br /> consideration to ensure the well-being of our community and the preservation of our <br /> unique way of life. <br /> Firstly, the enforceability of this bill raises significant concerns. The resources required to <br /> monitor and enforce the proposed regulations could strain our already limited human <br /> resources within the Planning Department. This could divert attention from other critical <br /> areas that directly impact our community's welfare. <br /> Moreover, the bill introduces elements of inequity, particularly affecting those who rely on <br /> short-term rentals as a means of supplementing their income. The distinction between <br /> property owners and operators seems arbitrary and could lead to unintended <br /> consequences, further exacerbating the issue of affordable housing on our island. <br /> Lastly, the bill's approach to regulating the location of hosts and guests within properties <br /> seems overly restrictive and infringes on private property rights. Such regulations could <br /> transform the character of our neighborhoods in ways that may not align with our <br /> community's values. <br /> In light of these concerns, I respectfully request the Planning Commission to consider the <br /> following recommendations: <br /> Conduct a comprehensive economic impact study to fully understand the implications of <br /> this bill on our local economy and community. <br /> Reconsider the affidavit requirement, as it places an undue burden on property owners <br /> and operators. <br /> Ensure equal treatment of property owners and operators, regardless of their living <br /> arrangements on the property. <br /> I believe that by addressing these concerns, we can find a balanced approach that respects <br /> private property rights, ensures equitable treatment for all residents, and safeguards our <br /> community's economic well-being. <br />
