From: Gloria Sauitiro <br /> To: WPCtestimonv <br /> Cc: Gloria <br /> Subject: Urgent Concerns Regarding Bill 121 and Its Impact on Local Communities <br /> Date: Wednesday,April 3,2024 6:47:54 AM <br /> Chairman Dennis Lin <br /> Windward Planning Commission <br /> County of Hawai'i <br /> 25 Aupuni St. <br /> Unit 1502 <br /> Hilo,HI 96720 <br /> Aloha Chairman Lin, <br /> I am writing to express my deep concern regarding Bill 121 and its potential impact on our local community, <br /> particularly in terms of enforceability,inequity,and the transformation of neighborhoods.As a who is deeply <br /> invested in the well-being of our community,I urge the Windward Planning Commission to consider the following <br /> recommendations to ensure that the regulations serve the best interests of all Hawai'i County residents and the <br /> people who are currently working hard to become one. <br /> Firstly,the affidavit requirement proposed by Bill 121 poses significant enforceability challenges and may <br /> inadvertently penalize well-meaning property owners. I respectfully request that the Planning Commission <br /> recommend removing this requirement to alleviate unnecessary burdens on homeowners. <br /> Secondly,the bill introduces inequity by differentiating between property owners who live on-site and those who <br /> do not.To foster a fair and inclusive approach,I suggest the Planning Commission recommend equal treatment for <br /> all property owners,regardless of their living arrangements on the property. <br /> Lastly,the restrictions on where hosts live and where guests stay could drastically transform our neighborhoods <br /> and limit the ability of property owners to utilize their properties effectively.I recommend that the Planning <br /> Commission advocate for the removal of these restrictions,provided the owner or her representative is in the same <br /> building,on the same parcel,or on an adjacent parcel. <br /> In light of these concerns,I also urge the Planning Commission to conduct a comprehensive economic impact <br /> study to fully understand the implications of Bill 121 on our local economy and housing market. This study is <br /> crucial for making informed decisions that balance the needs of our community with the growth of our tourism <br /> industry. <br /> Mahalo for considering my requests and for your dedication to serving our community.
