From: Isle Bob <br /> To: WPCtestimonv <br /> Subject: Bill121 <br /> Date: Wednesday,April 3,2024 4:00:34 PM <br /> Dear Windward Planning Commission, <br /> I strongly oppose this bill. <br /> I find that this bill is so overly complicated that most mom and pop short term rental operators <br /> would never be able to fulfill all of the onerous requirements. The bill seems designed to <br /> scare any reasonable person away from hosting guests. Perhaps that is by design? The <br /> penalties alone are exorbitant and completely disproportionate to any possible violation. <br /> Why? <br /> Is there a need for this bill? Who does it benefit? Should the county really try to drive all <br /> responsible locally owned short term hosts out of business? Isn't the true purpose of this bill <br /> to support the hotel industry? <br /> Please consider requiring that the County conduct an economic impact study before passing <br /> this bill to ensure that this legislation will not inadvertently harm local families. <br /> Mahalo for your consideration, <br /> Robert Chung <br /> Kailua Kona, 96740 <br />
