property has been completed graded and developed with a single-family residence and <br /> related improvements since 1955. The Puak6 Petroglyph Park, which is an important <br /> archaeological site in this area, is located approximately 0.5 miles from the subject <br /> parcel. Archaeological sites also are found in the Paniau Beach area at the south end of <br /> Puak6 Beach Drive. None of these sites will be impacted or altered by the proposed <br /> project. <br /> 19. Cultural/Historic Resources: The shoreline area located adjacent to the subject parcel is <br /> currently used for coastal gathering and fishing by native Hawaiians, however, use of the <br /> project site itself for traditional and customary rights is unknown. The parcel has been <br /> cleared, graded, and developed for over 60 years and therefore it would be unlikely that <br /> the site would serve and traditional purpose or use. The proposed project will not <br /> interfere, alter, or block shoreline access in this area and the applicant will ensure that <br /> vegetation does not grow from the subject property into the shoreline area makai of the <br /> parcel. <br /> 20. Scenic and Open Space Resources: The construction of a new single-family dwelling is <br /> anticipated to have minimal impacts on scenic views. Both the existing and proposed <br /> dwellings are primarily one (1) story with a maximum height of 15-feet. The new <br /> dwelling will also incorporate a two-story garage on the northeast corner of the parcel, <br /> with a maximum height of 22-feet. The proposed development is consistent with the <br /> surrounding developed parcels which includes numerous 2-story dwelling structures. <br /> Additionally, existing vegetation obstructs ocean views from Puak6 beach Drive, and <br /> there are no views from the nearest public highway which is located over 3 miles from <br /> the site. Open space resources are primarily the shoreline area makai of the project site, <br /> this includes small beach areas, tidal pools, and the ocean which is utilized by both native <br /> Hawaiians and the public. <br /> 21. Recreation/Public Access: A public pedestrian shoreline access pathway is located <br /> approximately 130-feet south (west) of the project site and is part of the overall public <br /> access pathways located throughout Puak6 Beach Road. According to the County's <br /> Shoreline Access website, this coastline is used for hiking, swimming, fishing, kayaking, <br /> and surfing. The existing shoreline public access located near the project site and the <br /> -4- <br />
