11. General Plan LUPAG Map: The subject property is designated as Important <br /> Agricultural Land and Open, however the proposed work will be situated within the area <br /> designated as Important Agricultural Land. <br /> 12. County Zoning: Agricultural-20 acres (A-20a). <br /> 13. North Kohala Community Development Plan (NKCDP): The North Kohala CDP was <br /> adopted by the Hawaii County Council by Ordinance No. 08-151 on November 5, 2008. <br /> The plan calls for protection of scenic resources and view planes from Akoni Pule <br /> Highway towards the sea, increased public shoreline access, and support for diversified <br /> agriculture. <br /> 14. Special Management Area (SMA): The project site is located within the Special <br /> Management Area; therefore, the proposed development is subject to SMA review. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 15. Subject Property: The 5.0-acre permit area is generally rectangular in shape, slopes <br /> gently toward the ocean and has been improved with the following: <br /> • A 15,000-square foot main building with 8 guest rooms, a commercial kitchen, dining <br /> room, library and other rooms designated for seminars, exercise,yoga and related <br /> activities. <br /> • Five 400-square foot yurts with no kitchen facilities. <br /> • Three 400-square foot hales with no kitchen facilities. <br /> • A 1,400-square foot support/maintenance building. <br /> • Three 720-square foot spa buildings, including a locker/shower building, an <br /> exercise/pool building and a reception room for massage and other spa services. <br /> • A gravel parking area with 20 stalls. <br /> • Pathways providing shoreline public access. <br /> • Three acres of land dedicated to agriculture, including flower gardens, organic <br /> vegetable gardens, orchards, and gravel pathways for access. <br /> The remaining 9.5 acres of the subject property is steeper terrain with ironwood trees, <br /> pasture lands and fruit tree orchards. The shoreline property is located approximately one <br /> mile makai of Akoni Pule Highway and was formerly used for sugar cultivation. <br /> -4- <br />
