As a resident of Kailua Kona, I have witnessed firsthand <br /> the vibrancy and uniqueness of our communities, which I fear are at risk under the current <br /> draft of Bill 121. <br /> Firstly, the enforceability of this bill raises significant concerns. Without adequate resources <br /> and manpower, the Planning Department may find it challenging to effectively monitor <br /> and enforce the new regulations, potentially leading to selective enforcement and inequity. <br /> This could unfairly penalize well-meaning property owners while allowing others to operate <br /> under the radar. <br /> Moreover, the bill introduces restrictions that could transform the character of our <br /> neighborhoods and limit the ability of property owners to utilize their properties as they <br /> see fit. Such restrictions could deter the sense of ohana and community that is so integral <br /> to our way of life here in Hawaii. <br /> In light of these concerns, I respectfully request the Planning Commission to consider the <br /> following recommendations: <br /> Conduct an economic impact study to fully understand the implications of Bill 121 on local <br /> economies and communities. <br /> Recommend the removal of restrictions about where hosts live and where guests stay, as <br /> long as the owner is in the same building, on the same parcel, or on an adjacent parcel. <br /> Recommend streamlining the registration process to make it more accessible for property <br /> owners, without invasive requirements. <br /> These recommendations aim to ensure that any regulations implemented are fair, <br /> enforceable, and in the best interest of all stakeholders involved, including property <br /> owners, residents, and visitors to our beautiful island. <br /> Mahalo for considering my concerns and recommendations.
