April 15, 2024 <br /> Leeward Planning Commission <br /> Re: Bill 122 <br /> Aloha, Members of the Leeward Planning Commission. <br /> My name is Joy Dillon, I am a Hilo resident and I am testifying as a private citizen. <br /> Thank you for the opportunity to submit opinions regarding this proposed bill. I am submitting <br /> testimony in opposition to Bill 122.The question I must ask is WHY? Why is this unneeded legislation <br /> being proposed? What positive outcome is expected by repealing Bed & Breakfast as a permitted use? <br /> Six pages of legislation to repeal a B&B is superfluous and unnecessary. Bed & Breakfast venues are the <br /> cherished and preferred lodging for many visitors. Why is this option being proposed? It makes no <br /> sense. <br /> Heather Kimball said at the April 4 Windward Planning Commission meeting that under Bill 121 anyone <br /> can call themselves a Bed& Breakfast. She said it was "just semantics." Current Bed & Breakfast owners <br /> have gone through rigorous requirements to obtain their Special Use Permit for a B&B. Although <br /> supposedly these owners will be grandfathered in now anyone can call themselves a B&B?
